Struggling with low fill rates on Ezoic

Ever since I switched to Ezoic my fill rate has been hovering around 40 percent for my German visitors. I have tried adjusting the mediation settings but nothing seems to help. Does anyone have advice on which ad networks actually perform well in the DACH region?
