PropellerAds vs Adsterra for tier three traffic

I am testing both networks for my download site which gets most visitors from middle east and asia. PropellerAds seems to have better fill rates for push notifications but Adsterra pays a bit more on popunders. Which one do you guys prefer for this type of traffic?
