Low fill rates on Adsterra for tier 3 traffic

I am getting tons of hits from India and Pakistan but the fill rate is super low lately. Is anyone else seeing this or should I switch to PropellerAds for better coverage? I need to monetize these visitors better before I lose money on hosting.
