PropellerAds CPM drop for German traffic

my cpm for visitors from germany has dropped by almost 40 percent in the last week on propellerads. is anyone else seeing this trend or is it just my specific niche? i am considering moving some of my tier 1 traffic over to ezoic to see if the rates are better.
