Monetag or Adsterra better for Mexican mobile traffic

I am testing pops on an anime site with mostly Mexican and Colombian visitors. Adsterra has good fill but CPM fell to forty cents this week. Anyone seeing better rates on Monetag lately or should I stick it out?
